paper between the cast iron baseboard and wall

It was probably put there during construction to keep the painters from dripping on it.

It is probably a "silver" paper and was put there to act as a radiant barrier, and since it lapped over the top with a 1/4 round trim, it also was a dust barrier.

Ahhh... those are baseboard radiators... That makes sense. I was wondering somebody would have put in cast iron baseboards... I suspected it was just a decor thing.
